重大传染病疫情防控用标准物质体系及生物安全技术规范策略研究

摘要:

针对重大传染病疫情防控用标准物质存在的研制供应的系统性体系化布局规划不够、标准物质研制生产产业链条还不畅通、生物安全管理还有待进一步完善等问题,通过系统分析目前标准物质体系规划及生物安全管理情况,低技术水平标准物质重复研制和供应过剩,高端标准物质供给不足,应尽快研究建立标准物质技术资源信息库,规划传染病疫情防控用应急国家标准物质体系,开展标准物质研制(生产)机构生物安全共性技术研究等,为降低标准物质研制生产的生物安全风险,强化应急状态下标准物质研制供应提供保障。


Strategic study on reference materials system and biosafety technical specification for prevention and control of major infectious diseases

Abstract: In the aspect of reference materials, for epidemic prevention and control of major infectious diseases, there are several problems in deed. Lack of systematic layout planning in development and supply of reference materials of epidemic prevention and control, inadequacy of industrial chain of reference materials of epidemic prevention and control, further development in biosafety management, low level reference materials which duplicated manufacturing and supply surplus, and high level reference materials under-supply. Through system analysis of the current reference materials system planning and biological safety management situation, technical resource information database of reference materials should be researched and established as soon as possible, emergency national system of reference materials used in epidemic prevention and control of infectious diseases should be planned, technical specification for biosafety measurement should be prepared for reference materials development (production) organization, to reduce biosafety risks of reference materials development and production and to strengthen the guarantee of reference materials development and supply under emergency situation, compiling technical specifications for biosafety measurement of standard substance development (production) institutions, etc., in the development and production of standard substances and to strengthen the development and supply of standard substances under emergency conditions to provide supports.
