测量活动管控效果的模糊综合评定法

摘要:

鉴于靶场试验测量活动大多为现场测量,尤其需要注重管控,其效果与满足测量要求的程度直接相关,是信任测量结果的主观前提。该文依据GJB 9001B2009和GJB 2725A2001等标准,运用模糊综合评价法,建立涵盖岗位人员、测量设备、测量过程、测试方法和环境条件5个方面的测量活动管控效果评价模型,并给出评分指南。最后,为方便模型应用,开发基于移动应用的评定工具APP程序。APP程序的试用结果表明:该方法具有严谨的评价准则和指标,既可以在线评定,使靶场一线测量活动得到规范,又可以事后评定,确认试验测量结果是否值得被信任。


Fuzzy comprehensive evaluation method for management control effect in measurement activities

Abstract: As most of the measurement activities of range test are carried out in field, the management and control are particularly important. The effect of management and control is directly related to the degree of meeting measurement requirements, and it is the subjective premise of the trust measurement results. In accordance with the requirements of GJB 9001B-2009 and GJB 2725A-2011, and by using of the comprehensive evaluation method, a fuzzy comprehensive evaluation model of management and control effect is established in this paper. The model covers the measurement activities in five aspects, such as staff on positions, measuring equipment, measuring process, methods and environmental conditions. And this paper also gives the scoring guide. In the last part, an APP program as evaluation tool is provided, which is developed based on the mobile application to facilitate the application of the model. The trial results of APP program show that the method integrates rigorous evaluation criteria and indicators, which allows the online evaluation to normalize the range front-line measurement activities and the post-evaluation to confirm the reliability of the test results.
